Ireland's Minister of State for European Affairs Thomas Byrne said Dublin hopes Hungary's new government under Péter Magyar will end Budapest's blocking of Ukraine's EU accession process. The previous Orbán government had formally prevented the opening of accession negotiation clusters. EU Commissioner for Enlargement Marta Kos expressed hope that all six negotiation clusters could be officially opened by Christmas. Ireland assumes the EU Council presidency in July, positioning Dublin to drive the enlargement agenda.
Strategic interpretation
The convergence of Hungary's political change and Ireland's incoming Council presidency creates a narrow window to advance Ukraine's accession technically, but Budapest may extract concessions on Hungarian minority rights in Ukraine in exchange for cooperation.
