The Council of the EU adopted its 20th sanctions package against Russia on April 23, adding 46 vessels to the shadow fleet blacklist (total 632), targeting 36 entities from Russia's energy sector, and establishing a legal basis for a potential full ban on maritime services for Russian crude. The package bans services for Russia-flagged icebreakers and LNG tankers from April 25.
