US Commerce Secretary Howard Lutnick stated publicly that ASML's most advanced extreme ultraviolet (EUV) lithography machine — the TWINSCAN NXE:3800E, used to fabricate chips at 3nm and below — may already be operating in China. ASML CEO Christophe Fouquet denied the claim, saying no such tool has been shipped to a Chinese customer. ASML's EUV systems are subject to Dutch export controls aligned with US policy, and a shipment would require a license ASML does not currently hold for Chinese destinations.
