EU Publishes First Digital Markets Act Review, Signals Cloud and AI Enforcement Priority

The European Commission published its first mandatory DMA review on April 28, 2026, concluding the regulation is 'fit for purpose' but signaling future enforcement will focus on cloud services and AI. The review, based on 450+ stakeholder contributions, found key successes in browser/search choice menus, data portability, and alternative app stores. The Commission is investigating whether AWS and Microsoft Azure should be designated as cloud computing gatekeepers, with outcomes due November 2026. It is also assessing whether AI services should be designated as virtual assistant core platform services. First non-compliance decisions were issued against Meta (€200M for pay-or-consent ads) and Apple (anti-steering) in April 2025. Future DMA reviews will occur every three years.
