Iranian Foreign Minister Araghchi suggested restoring IAEA inspectors' access to bombed nuclear facilities in exchange for sanctions relief during United Nations meetings, according to the Japan Times and Bloomberg. Iran later denied the offer through the Fars news agency. The competing accounts leave the substance of any proposal unresolved.
Strategic interpretation
Offering inspections at sites already struck is cheap for Tehran: the facilities are damaged, so granting access concedes little militarily while testing whether Washington will trade sanctions for a gesture. The subsequent denial may reflect internal disagreement between the foreign ministry and security institutions, or a negotiating tactic to keep the offer deniable until it is priced. If the offer is real, the sequencing problem is that Iran wants relief first while the US has reason to demand access first, which is the classic structure of a stalled bargain.
