EU negotiations with Russia remain theoretical as bloc lacks consensus on approach

A senior European diplomat stated on May 8 that EU negotiations with Russia over the war in Ukraine remain on the 'theoretical plane' due to Moscow's unwillingness to engage seriously. The diplomat said Russia shows no readiness for sincere efforts starting with a ceasefire. The comments followed European Council President Antonio Costa's remarks that the EU had 'potential' to negotiate with Putin with Zelenskyy's support. However, no consensus exists among the 27 member states on who should represent the bloc, when talks should begin, or what the offer should be. EU foreign policy chief Kallas stated that before talking to Russia, member states must agree on what they want โ including potential requests such as the withdrawal of Russian troops from Moldova's Transnistria region.
