Japanese Defense Minister Shinjiro Koizumi and Philippine Defense Secretary Gilberto Teodoro agreed on May 7-8 to create a working group aimed at the early transfer of Abukuma-class destroyers and TC-90 maritime patrol aircraft to the Philippines. Teodoro confirmed the destroyers would be a donation. The agreement follows Japan's April 2024 policy shift easing lethal weapons export rules โ a major postwar policy change. If completed, this would be Japan's first transfer of destroyers to another country. The visit occurred as 1,400 Japanese personnel participated in US-Philippine Balikatan military exercises โ a record deployment. Japan also signed a similar defense cooperation agreement with Indonesia during Koizumi's Southeast Asia swing.
Strategic interpretation
The destroyer transfer talks mark a significant milestone in Japan's postwar defense export policy and deepen the Japan-Philippines security architecture aimed at countering Chinese maritime assertiveness. The timing โ alongside record Japanese participation in Balikatan exercises and a parallel Indonesia defense pact โ signals Tokyo's accelerating role as a security provider in the Indo-Pacific.
