The Philippine House Committee on Justice voted unanimously (53-0) on April 29, 2026 to find probable cause to impeach Vice President Sara Duterte, setting the stage for a plenary vote on May 4. A one-third vote of the House would transmit the case to the Senate for trial, where conviction would remove her from office and ban her from politics for life. The charges include misuse of confidential funds, unexplained wealth, and threats against President Ferdinand Marcos Jr., First Lady Liza Araneta Marcos, and former House Speaker Martin Romualdez. A lawmaker said they have 'high confidence' they could reach the required 106 votes. The impeachment effort is driven by the escalating political feud between Marcos and Duterte, whose approval ratings (56%) far exceed Marcos's (34%). Duterte is widely expected to run for president in 2028. Her father, former President Rodrigo Duterte, is currently standing trial at The Hague for crimes against humanity related to his anti-drug campaign.
Strategic interpretation
The impeachment of Sara Duterte would eliminate Marcos's most formidable potential rival for 2028, but risks provoking a backlash from the Duterte political base, which remains strong in Mindanao and among populist voters. The feud also complicates the Philippines' ASEAN chairmanship and its South China Sea policy, where the two factions have divergent approaches to Beijing. If the Senate convicts, it would mark only the second successful impeachment of a senior Philippine official in history.
