EU foreign ministers will hold their first discussion on the possibility of negotiations with Russia at an informal Gymnich meeting in Cyprus on May 27-28, with the main topic being a list of European conditions for starting talks. The first precondition is an immediate and lasting ceasefire. No decisions are expected at the first meeting, with discussions continuing at the June 15 foreign ministers meeting and the June 18-19 EU summit. European Council President Antonio Costa said the EU is 'able to enter in all peace negotiations' but emphasized the need to avoid disrupting the US-led process. EU foreign policy chief Kallas circulated a discussion paper in February outlining potential demands.
